Public Defense Backup Center

Since 1981, under contract with the State of New York, NYSDA has operated the Public Defense Backup Center in Albany. The Backup Center is a legal support center providing public defense lawyers statewide with legal research and consultation, publications and training.

The Backup Center works to strengthen the public defense system and to improve the quality of defense representation. The legal support services provided by the Backup Center to appointed counsel also reduce their research costs, particularly when the defense attorneys are inexperienced or isolated from colleagues and law library facilities.

Under its contract with the State, NYSDA is called upon to "review, assess and analyze the public defense system" and to make specific recommendations to the executive, legislative and judicial branches of government. In this capacity, NYSDA provides technical assistance to state and local governments to improve the delivery of public defense services while reducing costs.

Immigrant Defense ProjectIDP-manual-07

The Immigrant Defense Project (IDP) of the New York State Defenders Association defends the legal, constitutional and human rights of immigrants facing criminal or deportation charges. We are the nation's first project founded to respond to the devastating 1996 immigration laws that placed hundreds of thousands of immigrants at risk of mandatory detention and deportation for virtually any interaction with the criminal justice system.

 IDP promotes a transformation of the criminal justice and immigration systems so that they do not result in the exile of immigrants from their homes and families in the United States. We also seek to minimize deportation and detention under current laws for immigrants facing criminal charges or subsequent deportation.

Defense lawyers, other criminal justice advocates, immigrant advocates and immigrants themselves who seek training, legal support or guidance on criminal/immigration law issues should contact the IDP office at (212) 725-6422. Ethics Resources

NYSDA has created a collection of web-based ethics guides, primary sources, and interpretative materials concerning criminal defense. It includes links to standards, codes, and opinions; resources where lawyers can seek assistance; and update services. There is also a bibliography of print materials with web links to publishers or the full-text where available.
 

Research Links

Criminal defense lawyers and others who work on behalf of the accused can find a wealth of information online. The New York State Defenders Association, as part of its mission to improve the quality of representation, has compiled an extensive set of research resources for the practitioner.
 

NYSDA Case Digest System

The Case Digest System (CDS) is a powerful, easy-to-use computer program that quickly searches and retrieves digests from the last 15 years of criminal case summaries. The summaries (over 7,000) are taken from NYSDA's monthly newsletter, the Public Defense Backup Center Report . The CDS also contains the New York City Assigned Counsel Expert Witness Directory, the New York State Chief Defender List (a statewide listing of defender office addresses and phone numbers), and NYSDA's Subject Matter Index. NYSDA Backup Center Report Case Summaries (Web Version)

NYSDA Public Defense Case Management System

The New York State Defenders Association (NYSDA) has developed an automated Public Defense Case Management System (PDCMS) for public defense and legal aid offices. It is the most widely used system in New York State and has proven to be a powerful tool to help defender offices efficiently manage cases and serve clients more effectively. Technology Resources

As new information technology emerges, NYSDA is careful to evaluate its benefits for the criminal defense community. Two software programs that merit attention are Gunga Web and Crime Time.
